White Plains Hospital Center, a one hundred year old hospital located in downtown White Plains, New York, was faced with the need to provide optimum health care services in an efficient, cost-conscious, and effective environment.  Remarkable advances in medicine, such as Laparoscopic surgery and fiberoptic technology, contributed to changes in the way medical care could be delivered and had spurred tremendous growth in White Plains Hospital Center's outpatient services.  In 1992, the Trustee's of White Plains Hospital Center hired Mr. Costella to provide executive oversight of the planning and implementation of the new Flanzer Pavilion, designed to consolidate fragmented ambulatory care services and increase coordination of care in both the outpatient and inpatient settings, including specialty referral needs.  An important component of the White Plains Hospital Center's Modernization Program is its new imaging facilities, including state-of-the-art radiological technology, diagnostic radiology, nuclear medicine and ultrasound.

I was responsible for planning, zoning, architecture, engineering, site selection, environmental review, financial control, and construction implementation of a new acute care facility.  I reported to the CEO and the Board of Trustees concerning project progress, financial integrity, and securing of regulatory approvals from the New York State Department of Health, and from the US Health and Human  Services Washington DC.  Completed in June 1996, White Plains Hospital Center's $53 million building campaign was a success. 

The Flanzer Pavilion at White Plains Hospital Center in Westchester New York has a pre-cast stone exterior and landscaped pedestrian park at the corner that connects the hospital to the retail character of its neighborhood.
