In April 1997, Howard University's President H. Patrick Swygert turned to Mr. Costella to provide administrative oversight of the major Capital Projects at the University focusing on the concurrent planning and implementation of the new Health Science and Law Libraries. Completed in May 2001, the new library for Howard Law School is a state-a-the-art facility supporting legal research and instruction. This four-story, 76,000 square foot building provides space for a book collection of up to 215,000 volumes; seating for over 295 students, including 90 open carrels with all locations wired for computer use; enlarged micro-film and audio-visual facilities; and distinctive rooms of wood and brick for special collections, newspapers and periodicals; and the Rare Book Collection.
The Main Reading Room has a three-story ceiling with twenty-two foot windows reflective of the library's boundless educational possibilities. A state-of-the-art network of fiber optics runs throughout the entire structure linking the Law Library to virtually every electronically accessible resource in the world. The building also includes 11 private and 11 group study rooms.
